SUBJECT: Maintenance of water softeners, including salt delivery

The Embassy of the United States in Brussels invites you to submit a proposal for the annual maintenance of water softeners, including salt delivery, installed in U.S. Government owned and/or rented offices, residences and apartments mainly located in the Brussels Metropolitan area.

Proposals may be submitted in electronic format.  The electronic proposal should be submitted via email to BrusselsBids@state.gov in Adobe Acrobat PDF format.

Alternatively, your proposal can be submitted in a sealed envelope marked “Maintenance of water softeners, including salt delivery 19BE2023Q0001” to the U.S. Embassy, Regentlaan/Bd. Du Régent 27, 1000 Brussels.

Please inform us via email to BrusselsBids@state.gov that a hard copy of your proposal can be expected.

In both cases, please submit your offer on or before 1600 Hrs. January 19, 2023. No proposals will be accepted after this time.

In order for a proposal to be considered, you must also complete and submit the following:

  3. 3. Section 5, Representations and Certifications
  4. Additional information as required in Section 3

The successful offeror shall be registered in the SAM (System for Award Management) database SAM.Gov – U.S. Embassy in Belgium (usembassy.gov)) prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of their proposal.  The guidelines for international registrations in SAM are available at: GDIT TSS Service Portal – GDIT Technology Shared Services Portal (fsd.gov) .

The pre-proposal conference will be held virtually on Thursday, January 5, 2023 at 10 am local time via Microsoft Teams (including dial-in option). Prospective offerors/quoters should contact Jessi Copeland at Brusselsbids@state.gov prior COB January 3rd to confirm their presence.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
