The U.S. Embassy has a requirement for a firm to modify and reconfigure the interior of one of the offices of a government property in the Brussels area in Belgium. This modification/reconfiguration effort is estimated between € 29,500.00 and € 118,000.00 ($ 25,000 and $ 100,000) and needs to be completed in 4 to 6 weeks of award. This work is for the reconfiguration of the interior of one of the offices of a government property.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal:

• Be able to understand written and spoken English;

• Have an established business with a permanent address and telephone listing in Belgium, or plan to establish a business within 30 days of contract award;

• Have the necessary personnel, equipment and financial resources available to perform the work;

• Have all licenses and permits required by local law;

• Meet all local insurance requirements;

• Have no adverse criminal record;

• Have no political or business affiliation which could be considered contrary to the interests of the United States;

• Have good experience and past performance records; and,

• Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.

Processing invoices

The position is responsible for analyzing, compiling and paying invoices pertaining to a wide variety of contractual services. These include payment of employee benefit contracts (social security, insurances, transportation, meal tickets, etc.), allowances, official vehicles, utility payments, housing related contracts, communications, leases, grants, shipping, medicals, purchase orders, ORE and representation claims.

Process invoices and other claims for payment from USG funds. For both serviced and non-serviced agencies incumbent verifies that claims are legal, accurate and proper by examination of authorizing, supporting documentation and governing regulations, laws, etc. Assures that payment vouchers are supported by documentary evidence showing a valid written agreement has been executed, recorded and is on file; assures that the request for payment is in accordance with the provisions, terms, and conditions of the agreement (contract, purchase request, etc.) and that value added tax (VAT) and other taxes have not been charged. Communicates with vendors regarding invoices that are inaccurate, redundant, unpaid, or without any reference to a procurement action.

Other Duties:

Performs special projects or duties as required by the FMO and/or the Supervisory Voucher Examiner.

Requirements:

EXPERIENCE: Minimum two years progressively responsible work in accounting or in an administrative environment is required.

LANGUAGE: Level IV English is required (fluent written and spoken). Level IV in either Dutch or French

The Embassy of the United States in Brussels will launch a solicitation for Legal Services from a local attorney. The core objective of this project is to assist the US Government in the acquisition of a New Embassy Compound (NEC) in the Brussels’ area. The contractor will be asked to provide contract reviews, expert legal opinions and information, registration of real property documents in accordance with local law, and if necessary, attend negotiations and meetings between representatives of the USG, sellers, and host government.

SKILLS AND ABILITIES: Must be able to advocate supported agencies’ requirements orally and in written formats (memoranda, cables, budget justifications, etc.) to their Washington headquarters.
