Subject: PR8600059: Media Tour
Brussels Regional Media Hub requests a detailed quotation and cost breakdown based on the following statement of work for a Media Tour for eight (8) journalists from Russian-language media outlets to amplify U.S. military efforts in Europe.

POTENTIAL VENDORS ARE REQUESTED TO DIRECT ALL QUESTIONS TO THE BRUSSELS REGIONAL MEDIA HUB. PLEASE DO NOT CONTACT NATO OR the U.S. Navy.
Statement of Work:
The Brussels Regional Media Hub proposes an eight (8) journalist media tour during to amplify U.S. and NATO messages during an embark in European waters with the U.S. Navy’s 6th or 2nd fleet. Without question, one of the most glaring gaps in Russian-language media coverage is accurate information about NATO and U.S. military efforts in the region.

The identification and selection of journalist participants will be made by the Brussels Regional Media Hub. The proposed embed envisions a one-to-three day stay in Naples to visit 6th fleet HQ and an overnight stay on a US Navy ship. Expected outcome of this Russian-language engagement is at least 12 video news reports (minimum of 2 per outlet).
A successful proposal will include pricing for the following:

  • Strict Adherence to U.S. Navy guidelines.
  • Logistical support for travel arrangements.
  • Completion of all Registration and Travel Forms per guidance
  • Airfare to/from Media Outlet Location to Naples, Italy*
  • 2-3 Night Stay at Hotel in Naples, Italy* (reduced USG rate)
  • Ground transportation or van-rental costs.
  • 3 Days per diem for each participant

In order to provide maintenance and serviceability on all operational Cisco Video Telepresence Equipment and comply with Department of State security requirements and Video Program Office Policy.

The Embassy of the United States in Brussels will issue a solicitation (RFQ) for performing safety inspections, tests, analyses and examinations of installations in properties mostly located in Brussels, Belgium and its surroundings. The purpose of these inspections, tests, analysis and examinations is to insure that installations are safe and present no danger for people and environment.

This is an Indefinite Delivery/Indefinite Quantity firm fixed price contract for standard services specified and effective for the period stated in the Schedule.

The requirements may change depending on funding availability in forthcoming periods. Anticipated performance is for one base period and four one-year periods at the option of the Government. The contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work required.

All responsible sources may submit an offer which shall be considered. The Government plans to issue the proposal during the month of April 2019.

Note: Please see the RFQ for the actual response date.

All contractors have to be registered in the SAM (System for Award Management) Database prior to contract award pursuant to FAR provision 5.207. Therefore prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
